When faced with heavy downpour most deer will seek shelter under forest canopies, but mule deer are found in places where these kinds of forests are scarce. In heavy rain mule deer will seek any form of shelter they can find, often hiding under stray foliage where possible. That being said, mule deer are used to light rain as they live in open. The different species of deer have different traits that develop according to the area or region they live in. such as, whitetail deer move in light rain but tend to hide in the shelters if the rain turns into a storm.
The answer to the question is that deer do move in the rain and, as a hunter, you are likely to find them doing what deer do just as you would if it was a nice day. The type of weather will determine the movement of deer, but misty rain is not going to affect buck movements like wind velocity or a steady downpour. Just like in the 2013 research, the results of the succeeding studies showed deer moved more on windy days. Deer moved only about 30 mph on calm days. On moderately windy days, they moved at about 35 mph. During the days when wind speeds are strong, movement increased to an average of 65 mph. Psu researchers also observed there is more deer. Obviously life for a deer is a little different! Deer in the rain and wind:
