So i dyed my hair with manic panic vampire red (a semi permanent) last week, it bleeds out a lot and stains everything to the point i wanna get rid of it. What i‘m worried about is that if i dye a permanent color over it that it‘ll still stain and blee through it. Both the dyes are like mercury/oil and water. They cannot be mixed to get the desired results as they will fail to mix properly.

For sure you can put a semi over permanent, as long as you don't want the color to lighten or something like that, because that won't happen. I would use something like la riche directions or manic panic or the like, and not the l'oréal. Especially not the teal one (turns green within a few washes). Additionally, bleaching your hair opens its cuticles. If you have just done the semi colour within the last week or two, your permanent colour might fade a bit or a lot depending on what colour you chose. Waiting a few weeks or stripping some of the semi out with a clarifying shampoo over the next few days will help. And if you are going lighter, you'll have to get a stripping kit first. Be careful, damage can easily. This type of hair dye is also ideal for those wanting to darken or tone down their highlights.
